It isn't a democracy just because people can vote. If lawyers, physicians and other normal people don't dare to speak then there is no democracy. I even hear that other Republicans don't dare to criticise Trump. Sounds like North Korea....

I wrote a paper in which that quote would have fit nicely, but didn't use it because my training taught me that the source wasn't reliable.
But, it certainly sounds like something that LBJ would say (study him as and this will be evident) and there is no proof that he didn't say it.
