Trump said publicly that he was considering jailing Tesla vandals in El Salvador on the grounds that they were terrorists. This all goes back to the Patriot Act and the war on terror. The Patriot Act was the basis for W Bush sending terrorism suspects to Guantanamo for indefinite detention (they are still there 20+ years later). If Trump labels people as terrorists, the government can invoke the Patriot Act and detain them wherever they want as long as they want, even if they are US citizens.
Trump can issue pardons for criminal contempt of court. So, Trump has a clear path to round up opponents, deport them to Bukele's gulag and ignore court orders requiring the government to return them to the US. This sh#t is real and is not Trump Derangement Syndrome.

Well, if it was, as it sounds to me, internal-to-the-university records ("international students' disciplinary records and protest participation”), it would probably be stuff that the government doesn't have.
If so, it's not (just) an obedience test, but it's still a (almost certainly worse) police state move.
(I don't know enough about the student visa process to know whether schools normally have any obligation to feed back to the federal government negative internal judgements about student visa holders....but I'd tend to think that it's pretty limited, i.e., as long as the school still wants them as a student, they're not going to feed the government negative [internal, non-criminal] info that could prompt them to revoke the visa).

It’s not worth explaining to Trump or Trumpers. But people with brains in their head can conclude that Trump is destroying one of our strongest export industries. Our universities. Trump is causing international money to cease being spent here while claiming he wants Tariffs to get more international money spent here.
