If I was retired and knew I had been "less vigilant" with supplements I would just suck up the missed test and take that as a reminder to stick the papers in the mail.

Whereabouts locations are submitted months in advance and need only be updated within 24hrs if there’s a deviation of what was sent in beforehand.
I don’t know the particulars of this case, but it’s entirely possible that he had his home as his primary testing location and happened to be there when the tester arrived.

You also need to update your whereabouts every quarter, so obviously he told USADA some time between August and October - after "retiring" in May - that they shall start testing him in Portland.

I might be an idiot, but why can't they just test the pre-workout drink and see if it contains what he tested positive for. This is way more plausible than the burrito situation, and should be able to verify pretty quickly? I might be misunderstanding how this stuff works

I think that does happen with tainted supplement cases, however apparently he chose not to go that route. Either the drink story is bogus or he doesn't care at this point.
