We didn't have an income tax of any kind until the 1860s and then it was temporary to pay for the war. It didn't become permanent until 1913 and it was a fraction of what it is now.
The notion that society can't function without income tax is ahistorical.
Libertarians are okay with taxation when the government spends the money responsibly.
