They were in a different conference then. Big South conference was a lot weaker than what the Sun Belt is now, not only in CC/TF but also football, basketball, and most sports. The track team is breaking school records in jumps, hurdles, and multi's. They sent 2 jumpers (long and high), 1 hurdler, and the two brothers to Nationals last season. So you can't say that the program isn't doing good in any area. They have some exciting sprinters this year along with the addition of more jumpers to add to the success of the two brothers.
Granted, the Sun Belt is a lot tougher than the Big South, but salaries and support are better at Coastal than what you see in the Big South too. As far as anyone outside the program can tell, they are fully funded (or close to it) on scholarships (a lot of internationals and high profile preps on the roster), with a decent operations budget and at least four full time coaches.
You can probably say the same about thing about the top 6 to 8 programs in the Sun Belt but Coastal is not mixing it up with the top half of the conference. They are getting beat by ULM and UALR; two schools that don't seem to be well supported at all and have very little history/appeal.
Maybe the AD really emphasizes national level individuals at Costal, but a lot of times at MAC/CUSA/MWC/Sun Belt schools the ADs care mostly about the conference standings. All American accolades are superlative.
