Nao Kazami of Japan currently holds the men's 100k WR. Also, technically Julien Wanders of Switzerland has the 5k road WR although we know many others have gone faster.
On the other hand, all humans are ultimately of African descent so I suppose in that sense, the answer is no.

I'll go with "yes", because in theory the future is a lot longer than the current length of track running. People think that in the year 3019 no "non-african" will set a distance track record? Please. We won't even need better drugs, though that is one way. Genetic engineering will be the way it's done in the near future.

EPO is a helluva drug. Modern EPO cheats have come close, on a couple very rare occasions, but they were unable to max out on EPO, and go undetected, the same way Geb, Komen, El G, Ngeny, Tergat, Lagat, Bekele, etc were all doing.
Aside from a brand new and undectable drug being developed, those records will never be broken.
But then as I was about to post my thoughts, I wondered to myself, what about the like of Dibaba, Ayana, and Chepkoech? They're all maxed on EPO and getting away with it. Why couldn't someone else.
So then I guess the answer is still no, but I may have to rescind my previous opinion that those records are unbreakable as it is.
