Yep, only sleazy sweaty pimps in States go shirtless. It is disgusting and anywhere in the world you'd be disqualified.
Just wear a singlet, you would be hot anyway, just little less pimp-like.

I think this question is about the physiological rather than fashion/etiquette pros and cons of wearing a singlet in a race.
From that standpoint, and from what I've heard from Dr. Dave Martin, yes, wear a white singlet, provided it breathes - it will reflect the sun and keep you a bit cooler.
Now, from a fashion standpoint:
At the Farifield Half 2 wks ago Pat Moulton led the race through 8 miles running shirtless. Except for the fact he was 200m ahead of the Kenyans, everyone thought he looked like a joker. So if you're going to be near the front, etiquette dictates a singlet. Back in the pack, who cares.
Go shirtless if you're in shape to beat some sponsored runners...even if they are just sponsored by their local running store.
Back in the day when Etonic and Saucony were outfitting 32 minute 10K guys, I often took great pleasure in kicking their asses "sans shirt".
I don't need no stinking sponsor.

Please note that if you are running in an USATF officially sanctioned event you cant run bare chested. I was in a mile race last week and the official made some guy put on a shirt before competing and said that the rules and regs prohibit racing bare chested.

Anyways, I will be serious. In hot conditions, I still wear a singlet. I guess it doesn't contribute to me being any warmer than if I ran with no shirt, because I've tried long distance runs in both. I wear the singlet now, just for comfort. I can assure you, if it's thin, such as those adidas singlets that eastbay sells, it will not be any hotter at all.
A race director once tried to force me to wear a singlet.
I ate his liver with fava beans and a nice Chianti.
