I ran both Boston and CIM in 2015.
I was actually faster at Boston in worse weather conditions (and way more "alone miles"):
Boston: 2:19:12
CIM: 2:19:50
HOWEVER, I was in better shape and Boston and ran a much, much better race. In both races actually I thought I had to run under 2:18:00 to OTQ....that ended up not being the case (but during the race thats what the standard was).
CIM (only the past 2 years... recently has been at USATF Champs)...so I think that helped with the depth of the packs.
Also, the weather has been perfect the past two years...no wind and cool. Finally, the support and logistics for the race for runners looking to OTQ is great.
I think the other key factor is how "the hills hit you". At CIM there are little up/down rollers in the first half and then it is pretty smooth. At Boston you have a steady/steep downhill the first 5km and then some rollers and then the Newton Hills are can be fairly devastating at miles 16-20. They are much bigger uphills than the ups at CIM.
Boston can certainly be a very fast course (esp if there is a tailwind and it is cool). But the weather there is more fickle. Less packs for OTQ guys to run together in etc.
