The training center is no longer owned by the US Olympic committee or USATF. It is owned by the city of Chula Vista and run as a for profit facility.
There are athletes that live and train there through a grant or scholarship from USATF or the training center or another organization. But there are athletes that live and train there and have to pay out of their own pocket.
I am assuming that Tori trained/stayed there last year, thought it was covered when it wasn't, left a 6,000 bill and never paid. When she came back this year, wasn't aware she had a past due bill and the Training Center didn't want to be stiffed another 6,000. So she was asked to pay up or leave.
