Fair play to the Japanese for trying to preserve their running culture. Should be done for all running races in Japan and America should be doing the same for their running races.

What's the "recent failure" you're talking about? They need foreigners around to keep Japan from invading other countries? There are American companies with offices there but they have no effect on the Japanese government. Genocide vs Natives killed at least 75 million, some estimates as high as 112 million, in all the Americas.
