Oregon had a half dozen women track athletes leave over the past few years for exactly this reason. I am not sure why you would be under the impression that it is against NCAA rules. If the offer is for only one year at a time, there is no requirement that it be renewed.
Some coaches will not reduce scholarships as a matter of principle, despite it not being against school policy.
A lot of people believe the myth that scholarships can’t be reduced unless you screw up academically or disciplinarily. Historically, that was never true. A few years ago, the Power 5 schools adopted a policy where scholarships are supposedly guaranteed for 4 years. I strongly suspect that some coaches are still able to work around this. And as far as I know, no such policy exists at non-power 5 schools.
