Yes, you need to run in all weather if you want to improve. It rains here all the time.

Rain + wind is nothing. Have any of you had to deal with snowing + 30mph winds + ice-covered sidewalks??? Then it gets tough.
as long as you tape your nipples its all good.
the first couple of minutes might suck but once you're wet the rain doesnt really matter.
To someone who lives north of the arctic circle and runs 80+mpw year round, this post is hilarious. And I hate bad weather. I only run with reflective polyester over wool clothing, spiked shoes, polar mittens and a headlamp every other run, alternating on the treadmill when doubling to give my clothes time to dry.
Depends on the temperature. If it's 33 degrees and raining it's treadmill time. Summertime rains are refreshing.

I've ran shirtless in 24 degree weather when it was snowing. My tits were so perky and pointy (I'm a guy) that some guy offered me his jacket.
I lasted for about 70 minutes. The key to being warm is to put lotion on your entire body.

Sounds like you're not wearing short enough split shorts. My shorts saturate with sweat completely (90 and humid runs all summer long). No difference between a typical run and a rain run except the smell.
Heavy shoes suck, New Balance's new fresh foam line are great looking but DO NOT drain. Ever. Might make a twitter just to let them know killing the 890 was a dumb decision.

I live in Portland so I have to when I run in the wintertime. The single best tip that I've ever gotten is wear a hat in the rain. It keeps it off your face. It makes such a big difference.
