Freshman year old college I could run a 31:00. In HS I did not run it, but I bet you I would have run 35:00. 30 mpw to 55 mpw.
Does it sound really out there to you? I figured this is pretty standard.

Physical maturity is one. Usually the most important. And a better training group. People get better every year up to a point.
She's a long way from that point
None of those accounts for 4.5 minutes in one year. But it sounds like the real reason is that her prs were run at altitude/weren't all out races, so weren't reflective or her true ability last year.

Charlotte Taylor didn't do anything until the last lap, I highly doubt she helped pull anyone to a fast time

Estimating an intermediate value between two data points is interpolating. If you were estimating a value beyond the last data point or before the first data point that would be extrapolating.
