Doesn't really count since he voluntarily skipped the NCAA meet to turn pro.
Trautman won the 5k outdoors in 1990. I had the displeasure of seeing him finish in 1:53.

If you mean best running career from an athlete that competed in the NCAA but never won an NCAA title, it might be hard to top Bill Rodgers. But I don't think that's what you mean.
The greatest athlete who never won an NCAA title in any T&F event was probably Calvin Smith. As far as distance runners go, I'd have to go with Henry Marsh.

Wow! Dennis Stark. I have not heard that name in years. They used to speak of him as a legend at ETSU. I hear he was the most talented guy at ETSU next to Ray Flynn but drinking troubles got in the way. a work out king and tough SOB.

all the people you have mentioned have won some sort of title, i however ran in high school and college without ever winning a race, but many 2nd places. i think i'd be high up on the list
