It's the other way around in my opinion. Boston seems like a lot of risk to run after a half marathon. The Boston Marathon surely requires a bigger recovery and it's not a record eligible course.

Do the people paying the appearance fees think they know what kind of effort the runner is committing to before they pay? Do they care?
I have no idea what they are paying Rupp or Hasay. Typically, the appearance fee covers travel and hotel charges, plus it may commit the athlete to typically do one or two meet-and-greets with the main sponsors and/or race organizers. If the runner is a DNS or DNF there may be some sort of clawback arrangement of a portion of the fees, but never heard of anything regarding appearance fees and actual pace run (but someone could certainly be paid an extra unadvertised bonus for winning or running faster than a particular time).
Again - my guess is that Rupp and Hasay will go and run a pace slightly faster than marathon race pace, but will never approach max effort. They will do the meet-and-greets, do a few photo shoots for the local big-wigs, and jet back to Oregon.

Osako did a controlled effort at the Shamrock Half in Oregon in prep for Boston. Seems like if that's all Rupp was planning he could have done the same. Going to Prague seems like the bar would be a bit higher.
