For me shorts are unnecessary. I don't understand the modesty thing. We were all born with whatever parts we have. Most women don't worry about disguising their boobs. Why would you worry about the fact that you have a willy? No one cares.

It was an awful example. Why do you care so much about this issue?
First person to post a photo of a pro or top collegiate runner wearing shorts over tights wins.
Shorts over tight is most logical. You are wearing tights to keep your legs warm, so obviously you are cold. Why would you not want extra warmth over your privates. Also, tights don't block wind as much as shorts do.

Tights alone, or any kind of short split shorts alone look ridiculous on tall skinny people. Maybe good on the track, but no where else! Even the most reasonable fashion trends need to be adjusted for for the individual.
If you need another layer, that is what BASElayer shorts are for, to go under running tights. If you want to be more modest, that is what running PANTS are are for. Running shorts are not designed to be worn as a top layer. Not saying it's illegal to wear them like that, but it is against the rules of fashion. I understand not everyone cares about that, but this thread asks "what is so wrong with shorts over tights" and I am giving an answer.
