Most people never max out there aerobic potental.
I was at a clinic about five, years back. And I asked Lyidard how fast you needed to be to run under 4:30. That was my goal at the time. He asked me how fast I had run, and I let hem know that I had run a 52. 400. She got this very big grin. And I thought, man I must look like an ass to this guy. Then he told me, ''I coached a young man by the name of Barry Maggie. Now he was a Marthon runner, and his allout best speed. Over the 400 was 57 sec. Keep in mind that was after I had hem do sprint work. He was slow, but even he ended up running a mile in 4:07, and got better the longer things went. His 5K pr got down, 13:37 keep in mind this was on a cender track. On one of these new mondo track that would be around 13:07.
Bob Kenndy I have read has an allout 400 pr of 50., and that guy has run 3:57, and under 13:00.
Get fit, and you speed will not be much of an issue.

I don't know about that 30 second cinder to mondo conversion, a tad bit fast if you ask me.
Actually Bob couldn't break 52 during his prime, according to himself.
