I think you guys jumped to the wrong conclusion. That photo by itself does not definitively show that Andrews gained an advantage nor does it show that he passed on the inside. It shows that he did step off the track for a moment in time but he was clear of his competitors in the photo.

I've rewathced the the final 100 3-4 times and even sent it to Vigilante. Unfortunately, the ethipian never left the middle of lane 1.
