Given his superiority at 1500, 3k, 5k, and 10k, definitely Solinsky>Ritz, too. Though Ritz has had a longer and better career, in this case I'd give the times more weight, since they're uniformly better (and neither guy has hardware/big wins, unlike Meb, for instance).

Since you counted a DNF for a Ritz win you need to add marathon trials win for Rupp.

Shorter. Gold and silver Olympic medals in the marathon. 4-time US cross country winner. World ranked 5 times at marathon (4 times #1). World ranked 3 times at 10k on the track. World ranked 1 time at 5k on the track. A lot of attention went Galen Rupp's way after winning the 10k and marathon at the Olympic Trials. Shorter did it TWICE. Won the biggest marathon in the world in his day, Fukuoka, four times.
