No, for Kenya to be as "bad" they would have a lab capable of catching anyone with resources in the first place, then letting them off lightly and then cheer for them.

So if it's between a country that is incapable of testing its athletes versus a country capable and proven to catch dopers, I know whose side I'm on.

Also, I'm with Keino, where is Ethiopia in all this talk of banning countries?

This is like saying that a city without law enforcement is safer than a city with a fully funded police force because criminals keep being found in the latter while no criminals are ever discovered in the former.

Compliant, yes. Functional, no.

Imagine a multiple choice exam, one with 1 question and the other with 100. Each exam-taker might only get 1 right, but the first would earn 100% and the second 1%.

As it stands, WADA's only available action is to accredit or discredit its signatories and labs. They have specific criteria for that. A regional ADA operates the region. Within that, Kenya operates a much larger operation, but does so poorly according to WADA standards. The smaller scale operation in Ethiopia is easier to keep in check, allowing it to uphold WADA standards, but not really an effectual anti-doping operation.

I'm rounding some edges in the description, but more or less, that is the case.

The only way for Americans to "win" running metals at the Olympics is the desperate hope that countries with fast runners will get banned.

That's the plan. Ban any country that poses a threat then win with their foreign mercenaries. The only two countries left will be England and US.

Unfortunately, Europe (particularly Eastern) is solidly better than America in men's middle distance. If Kenya is out of middle distance though, you can expect 3 or so medals over 800/1500 for USA women.

If they do get banned, they can claim that they were never going to go anyway because of the concerns about the virus.

Are they being banned from big city marathons as well? The Olympics will only be a minor cash revenue for Kenyan distance runners and their managers and coaches.

What about Ethiopia? - seems harsh to pick on Kenya when Ethiopia also seems to have a sub par testing system.

Kenya may not care. I thought we established in 2012 that their big picture is $ not medals, hence pathetic 5/10K turnout in London. Earnings would hardly be affected if they did not compete.

While this is actually a good thing (forcing a disinterested government fund Adak), I'm still not convinced that, for example, the other 54 countries in Africa are being held to the same standard. Also take issue with most western media who, in their usual sensationalist fashion, fail to acknowledge that Kenya's problem isn't systemic but mostly a case of third and fourth tier inviduals who feel they can't compete with the Kenyan elite without chemical assistance.

There's little chance that Kenya will be banned because the bill currently being debated in parliament has the president's support meaning his majority party will likely see it through.

Yes, none of the top Kenyans are doping, it's just the ones running slower than them that are.

Reuters article about the draft bill tabled to parliament in Kenya. Stiff fines and imprisonment risked by violators including those shady back alley quacks. Again, I don't think most countries in the world are even having this conversation so Kenya is about one of the select few to have such legislation in place.

How is it a coincidence that a country with zero antidoping measures in place produces most of the world's top distance runners, as well as dominates the middle distances and now has top 400 hurdlers also as well as a tiny javelin thrower who can get over 90m.
