Like yourself, I went through coaching changes and didn't always agree with my coach's decisions, which can be frustrating at times. But, unlike you, I did whatever my coach told me to do, which was because I was taught to respect authority. You can win in this situation, do some extra running on your if needed and work specifically and being able to run an 800 which a 400 in your legs. - Btw, life isn't always fair or the way we would like for it to be.

How big is your District meet? At ours (waaaaay too long ago) the sprinters had to run qualifying heats on Friday. If this is the case for your meet, just run a solid but not spectacular race and you probably won't qualify for the semis or finals.
To answer your question no, you can no run as an individual at your district meet.
