I know this has been discussed before, but what is the rule on this? If Cheserek competes in a DL race in September, breaks 13:14, and returns to the UO, does he break McChesney's school record? What if he doesn't return to school in the fall?

Given that Oregon counts Cruz's 1:41.77 as its school record, it's reasonable to conclude that marks set during the summer will be counted (and for Cheserek as well).
Illustrates the principle that records are subject to definition by the record-keeper. Track and Field News would not recognize Cruz's time (or other summer performances, either by recent grads or undergrads) as "collegiate" records, but Oregon can recognize its school records however it chooses.
Track and Field News isn't the arbiter of what constitutes "collegiate". They are inconsistent with their own definitions, counting high school records made during the Summer after they graduate..

My understanding is that the entire track season, of your season year, counts as one long track season representing the school, if you haven't gone pro...though that may be murky if you go far back enough...I'm sure someone took prize money after they graduated and there was TAC sanctified trusts for prize money etc.

Not sure what it said before but the 13:18 listed as his PR on the U of O website was from 2013 when he was at Northeatern.
