Sounds like he more than likely injured himself in a way that required surgery and it was an injury that happened due to irresponsibility and not due to training. But just speculation.
Is he running fast enough to speculate PEDs? I don't keep up with sprinting much but I hadn't heard his name as a top dog in quite some time, which would lead me to believe he hasn't been doping.

So chances are he was on meds because of the surgery and when they tested him something he'd taken was banned.
The athletes like Wallace can't win. The ones that have the money to get the stuff that's actually making them stronger and faster and that can't get detected are the ones who are really winning.
