The government consists of busybodies with big fat noses who get off on the power of being able to tell grown adults how to live their lives.
The solutions that you listed would be government overreach.
And that does happen.
But there are reasonable solutions that you did not list.
Some people like the idea of having convicted sex offenders listed in a database that people can refer to.
I am not sure myself if this is great but many do take comfort in that. And the government would have to provide that.
If someone is concerned that their neighbor may have a meth lab it may seem nosy but they take comfort that they can call the police to investigate this.
And it takes government to enable this.
So, let a couple adult dudes bang each other if they both like it and don't bother anyone else.
So, let someone eat a pot brownie to catch a buzz.
But let's have available resources to contain people's activities so they do not harm or infringe upon others.
