Their sponsors are embarrassed about the SCRAWNY long distance runner. They would have no problem with someone like Usain Bolt showing off what he got.
This so-called "evaporative heat loss" doesn't work in hot/humid weather. Running shirtless in those conditions results in sweat pouring down your shorts, legs, socks and feet- I live in South FL.

Because this is what you do when you're sponsored. Your job is to get your sponsors' logos into the media. That's it.
Froning frequently goes shirtless and has more sponsors than your average noname Kenyan.
Then again, his sponsors want you to see his massive chest.
The same could not be said about those Kenyan SCRAWNY "chicken chests".

Froning is clean. He has been tested countless times, also his hard work ethics don't allow cheating. He is not like your average Kenyan runner who goes to a pharmacy in the backroom of the Hilton.

Whenever I run 5k's or mud races, I don't wear a shirt. I worked hard for my upper body. The ladies seem to appreciate it. I was never disqualified, even though quite some runners seemed angry/jealous.

IAAF, USATF, all the organizations call for uniforms to be worn during competitions and the uniform calls for a top and bottom.
The top is now permitted to have more than just one sponsor's logo. But I don't know if it's limited to two.

I think there's a WHERE they're riding factor. Deserts probably aren't the places to be exposing all your nooks and crannies to the world.

This is true.
But to be fair, nothing really works in really hot humid conditions, except running with a block of ice strapped to your chest.
