Yes, they know they screwed up last year and do not want to repeat that. They also know they screwed up big time at Indoors last year when Jenn Suhr's World Record vault happened after the live TV broadcast was over and tried to adjust the schedule and height progressions to avoid that happening this year.

They must have screwed up the standards in some events if so many people have the mark already. They're supposed to be high enough that only a relatively small number have it.
Why set qualifying marks that do not reach the IAAF A standard (this year it does not matter but most years it does) when you thereby run the risk of having the top three not be the qualifiers?

I am not sure I understand the question, but there is language in the rule book that anyone with a World Champs or Olympics A standard is guaranteed entry to Nationals (even if they are not otherwise qualified. I believe that is actually related to the Amateur Sports Act.

If I read it correctly, the question is why not just set the USATF 'A' standard to equal the IAAF 'A' standard, especially in championship years.

Because the USATF nationals is its own meet. It is not just some prelim for worlds/Olympics.

And because we would have 4-5 qualifiers in each distance event.
