I cannot take any member nation or federation seriously until they do something serious, like permanently ban an athlete. Or Wada or IAAF or IOC sanction a nation.
IOC sanctioned India for fiddling election results of the Indian Athletics Federation, but athletes can still compete independently. But that is a pretty serious sanction. Not sure if that was a demonstration of their might or not, as India doesn't take international sport as serious as many other countries do.
In cases where you get one or a handful of athletes with positive tests, you have to be fair and treat the whole as innocent until proven guilty, but in cases like Turkey, where you have at least 31 from one international competition, the country should be sanctioned out of the next Worlds, cross, track and Euros. If they can be clean before Rio, then they get a green light.
Otherwise it's just marginal posturing.
