Kenyans, help us out: Why would David Rudisha pay another police officer

Me again, forgot to mention the worst case scenario. I've just seen the news report on TV and they could still be friends/partners or it could also be a good old shakedown with a rotten cop using his position of power to obtain "loans" (the multiple deposits and refunds from his accounts suggest he was paying them back from multiple individuals) for his farming activities. Either way, still illegal, so if this is indeed the case, this guy should not be confirmed for that post. I doubt Rudisha would be called to testify even though he would know the truth.

I am not a Kenyan, but I have worked in Kenya as a missionary working with some of the top athletes in Kenya. I went to Kenya thinking I would work with the Kenyan government to protect athletes from the corrupt managers. Turns out I am working with the managers to protect athletes from their government. There is no end to the list of things these Kenyans solicit bribes for. And I know these managers have to kick up no small sum in order to get there athletes travel visas, spots on national teams, etc. I have also seen the generosity of athletes to support their friends and community. This sort of situation in no way is proof or even suggestive of doping, just of a society far different than our own I still struggle to understand and constantly think there must be a better way for these athletes to conduct themselves, but no one has come up with it.

With that said, I have no idea why Rudisha would pay another officer this amount of money. One thing you have to realize is that a lot of things are conducted informally in Kenya and this may have been an absolutely harmless transaction between two individuals. On the other hand, corruption is also prevalent at all levels of society and it is entirely possible that senior officers can extort from juniors and similarly, juniors (or any other individual) can easily bribe authority for whatever benefit. In other words, it is hard to know what is going on here.

If you don't think Kenyan athletes need protecting from corrupt managers and foreigners like you, then you were speaking with the wrong people.
