Native Americans are common among Hispanic and Canadian ppl, though, we can only really surmise that he probably isn't identifying with a particular native background
I haven't seen Harris downplaying her Indian heritage. The media focused more on the Indian heritage in the past, probably in part because Indian politicians are even rarer in the US than black politicians. It isn't downplaying Indian heritage for her to point out that she is black.
When Trump talks about his German ancestry and doesn't mention the Scottish side, is he downplaying the Scottish side? (I have no idea what he intended when he bragged to a Norwegian contingent that he was Scandinavian).

He was making it up, like everything he says. He's pathological. I haven't heard Harris say, "Hi, I’m black" , you're also making that up.

Identifying?!? He could identify as a Cornish Game Hen and that wouldn’t change his ethnic makeup.
When Europeans came to the Americas, there were people here. Like people everywhere have always done, they hooked up. What we call Hispanic people are just people who are usually a mixture of European, Native American (from the Americas), and sometimes other races who happen to speak Spanish as a result of Spanish colonialism. If his mother is Mexican, chances are that he has some background of Native American, though from one of the tribes south of the US/Mexico border which didn't exist until quite recently.

So why do we call European descent as "White", but we use "African" descent freely, including those from Jamaica?
