There has to be a statistical way to determine this. Perhaps you could take the last ten years top 3 finishers from the largest XC division in each state and compare their XC finish times with their 3200m personal bests on the track. Of course, you would have to standardize the variety of cross country distances when compared to the 3200m using one of those performance comparison charts. I think by doing that you could determine the largest difference between the state XC course time and 3200 PB. This would indicate which course is the hardest. Because I haven't the time to do this, I'll leave it in the good hands of this board to do so. In the meantime, my vote is for Vermont and Missouri.
