That has nothing to do with leg length here. All that matters here is how hard you push off the ground. The goal is to get to the finish line as quick as possible not with as few steps as possible.

What point are you trying to make? That slower leg speed is better than faster leg speed? Looking at the video you posted doesn't back that point up.
