I'm done. Looks like Wyoming is the winner. Hawaii might be close depending upon if the state meet record is near the actual state record.

Wow. That is an amazing time. I wonder if anyone else has heard of this Alaskan kid. What is he doing now?
Sorry for inadvertently posting a couple of times that had already been posted by others. No offense intended. I just got caught up in trying to track these numbers down and did not stop to check back for what others had already come up with.
My bad.
Noticed on the Hawaii list that Shane Victorino (playing in Fenway in 2013) holds the state meet 100m record.
His time: 10.80
That 9:25 might be the in-state record for Wyoming (and likely set at altitude) but there have definitely been Wyoming HSers under 9:10. Robinson ran 9:07 for the 3200 back in 08 (http://www.goldenwestinvitational.org/data/results/results2008.html).

The state record that Wyoming keeps track of is for the state meet only I believe. So 9:25 is the fastest run at the state meet.
Does Golden West count for state records? In my state a record won't be counted if it is run after the state meet like Golden West is, even if the runner isn't a senior.

Bilyeu ran 9:22.6 at the 1983 Oklahoma state meet.
http://www.ohstrack.com/staterecords.asp
The list mentions that only in state marks are listed so it doesn't purport to be overall all time mark.
Someone above claimed a 9:08.7 for an Oklahoma runner in 1982 but didn't say who or where.

That's where I got my information. I just don't know if that was a 3200, or if they converted a 2 mile time.
The WY state meet is notoriously tactical. A bit like an Olympics final. Kickers race.
The ohstrack.com site also qualifies its records, in addition to being in-state, as being electronically-timed and metric distances. I don't think it is a coincidence that there are not performances on that site from before 1983 (when I'm guessing Oklahoma went metric and/or electronic). This might explain why the Thatcher time is not listed, since it was set in 1982.

Last year, Ricky Faure ran a 9:44 for the win, which is laughable compared to his 1:51 (800) and 4:15 (1600) PRs, as well as a cross country state title. All as a sophomore, too.

Wyoming has the smallest population and much of it is over a mile above sea level. Not surprising is has the slowest times.

Except it doesn't.

FWIW, Alabama's fastest time should be 9:02.49 for a full 2 mile. Scott Fuqua ran that in 02 at the Mobile Meet of Champs which is hosted at my high school. He ran 9:03 at the same meet for 3200 his junior year so that's probably the time you used for your conversion.
Here's a link to the results...

Think he was talking about times at their state meet, not the best times to come from WY kids.
For best times, refer to mcgato's post... that looks pretty complete to me - I didn't notice anything off.

Also, noticed an error on Mississippi's best time. Jake Raines ran 9:07.62 in the same race that Fuqua ran 9:02.
Plenty of guys will come on here and rip you for how you were wrong, but props for compiling this (even if you just pulled it from somewhere else).
The list would look somewhat different if the mark had to be on state soil.
