In my experience when running with a weighted vest 10kg = 150secs for 5kms so the "extra" 8kgs = 2mins, so yeah he would run 19:xx!
Of course a weighted vest is very different to actual overall body weight as it is dead weight.
Henry Rono would have weighed around 60kg max at the top of his game and he ran 13.06. 30kgs heavier (and 25years older) he was running sub 18m. Less than a min a km loss with an extra 30kgs.
If you'd added a 30kg vest to a peak shape Henry Rono I doubt he would have run under 20mins.
Adding overall bulk to the body and adapting to it over time is very different.
Most studies I've read on the effects of extra weight have used dead weight as a measurement tool so they are not comparable to the effects of someone increasing their body weight.
