Don't be so naive regarding the IAAF or whoever the power people may be. Every governing body is crooked in some sense, from domestic to international orgs. Remember the two greeks who got busted around the time of the Athens Olympics? These were what you could call IAAF projects. For the Greek Olympics there had to be some sort of home success, makes for a good story, so these guys were protected. The only reason they were busted when they were was because the Australian's threatened to withdraw from the games unless they exposed, it was such common knowledge! Like fifa who brought the world cup to Africa, they want to increase the popularity of the sport, similarly the IAAF wish to have sporting stars from all over the globe.
If Komen and Ngeny were doped due to association via Kim McDonald then Bob Kennedy was almost certainly doing the same thing as he was part of this group. He also went on to be coached by Dieter Hogan (coach and husband of Pipig) when he made the attempt at the marathon. I have far mire serious doubts about the likes of Rupp, Farah and co, seems unbelievable to me that numerous uk athletes improve so dramatically on going to the US and then can't replicate these performances on returning home. Very dodgy.
All the people talking about the IAAF letting people off I would love for you to present ONE single bit of proof.
I will speculate on only one event, the men's 100m.
IMO the 2 athletes in the modern era who have the best chances of having been clean are Bailey and Surin, both at 9.84, because of what happened with Johnson, because of their career trajectories, and because each of them only ran it one time.
Now, of the guys faster than 9.84, the only ones not to have tested positive so far are Johnson 4.0, Bolt, Powell, Gay, and Johnson 2.0; Johnson 3.0's Rieti 9.78 doesn't count.
There is no question in my mind that Johnson 2.0 was dirty, leaving Bolt, Powell, Gay, and Johnson 4.0
The question is how to judge if they are clean or not...
As everybody by now knows, I have shown that Bailey could have gone 9.6x in Atlanta with max wind, and with the start of which he was capable, getting out with the rest of the field.
So reasoning from the assumption that he was clean, 9.6x under great conditions should be the best possible performance.
This excludes Bolt at 9.58
It also makes figuring out if Johnson 4.0 is clean or not moot, as he is at 9.73 with max wind.
Powell's best with max wind is 9.64
Bolt's 9.69 with max wind is around 9.59, so that's out.
So we are left with Powell at 9.64 (from his 9.72), Gay at 9.69, Bolt at 9.70 (from his 9.72)
Gay and Bolt are legitimate by Bailey standards...Powell? He is right on the edge...in any case, he doesn't have to be specifically excluded, because Gay's 9.69 is ahead of his 9.72, and Gay falls right in the range, perfectly.
So I would say Gay at 9.69 (+2.0) for the men's 100m

of course a powerhouse of sport who woud expect to win 10 - 15 golds woud withdraw because of dopers in 200M & 100W, where they had no one who coud even make the semis...

I don't really know anything about the hurdles so I didn't really look at em. On second thought, I'm not sure if I'd say with certainty that kiplagat has the clean 1500m WR, he ran that time in his first european track race ever. That is kind of suspicious.
