And to answer the ancient question, anything around 9:00 is fairly good for collegians/sub-sub-elites.

If you're John Popper of Blues Traveler, sub-45:00.
A more serious answer (here's roughly what kind of shape you need to be in to be a scoring threat in championship events):
Most small HS meets and most recreational open summer meets - sub-10:00 is a respectable time.
Small schools HS state level and more-competitive-than-usual recreational open summer meets - 9:30.
Large schools HS state level - 9:10.
Small college conference level - 9:00 (@ 8:20 3,000).
HS All-American level - 8:55.
Small college national level - 8:50 (@ 8:11 3,000).
Medium-sized college (e.g., Ivy League) conference level - 8:45 (@ 8:06 3,000).
Huge D1 college conference level - 8:40 (@ 8:01 3,000).
D1 college national level - 8:30 (@ 7:52 3,000).
Pro level - 8:15 (@ 7:38 3,000).
