He's 41 years old and he's gay. I don't find it concerning that some one pursuing sex with a 41 year old retarded man might get an STD. He's not getting any one pregnent and some one is paying to have him supervised.
There's also the issue of drawing the line. Should he be stopped from jerking off? What if he jerks off with a male friend? What if he talks on the phone with a friend while jerking off?

You shouldn't be on that board, your suggestions don't go anywhere near far enough. Anyone who needs corrected vision, has genetic markers that predispose them to disease like cancer, high blood pressure, diabetes, colitis, Crohn's, celiac, arthritis, heart disease, etc., needs motion control or stability running shoes, is not of at least average looks, is less than a c cup in the bust (women), has bad hair, has too many moles, has poor taste in music and fashion, and albinos and gingers should be sterilized before reaching an age of fertility, too.
