Most of these problems you'll only encounter if you live/go downtown or near downtown. Downtown is completely insane almost every weekend (Thurs-Sat) when students are in town, but really only late at night (after 10pm).
Really a fun place if you're into that type of thing. It would be a tough place to be single once you hit 30 or later, simply due to the younger population (but obv there are plenty of grad students in their late 20's).
Cost of living is really cheap.
Running in State College is phenomenal with endless trails, mountain roads, good tracks, etc, although coming from warmer climates the OP may not like the weather. Really winters are not as bad as people make them out to be.
