The public school system has not changed in 60 years, though kids to day get a better education than they did 20 years ago.
The problem is a PARENT problem. Too many parents checked out still trying to live the single life. Many of the 30/40 something parents do not want to sacrifice time for their kids. Instead they are busy trying to make enough money to buy more crap they don't want to impress people they do not like. They buy their kids all the latest crap but never set rules or make sure their kids are doing homework, checking grades etc.
We also have the ole helicopter parent that hovers over their 17 year old. Ye old entitlement generation.
When you have parents going to their college graduates job interview and the company has to ask the parents to shut up so they can interview the graduate, this causes kids to never get independent.
Give me a parent that does not overindulge little Jenny and has consequences for bad behavior and bad grades and helps Jenny in making good decisions, then you are on the right track.
My two cents.
