It would definitely be an NFL running back.
Tag has nothing to do with running fast over more than 50 meters and everything to do with agility and acceleration.

There have been a lot of good names mentioned so far.
The best pursuer would have to be a sprinter. Bolt's name obviously has to be mentioned. He is fast, and being 6' 5" he would have a pretty good reach for tagging purposes. Also to be considered would be someone known for their quick start, like Herb Washington in his prime.
For the pursuee, a football player would be the best candidate. As someone mentioned, Devon Hester comes to mind, or perhaps Renaldo Nehamiah in his prime.
However, my nominee for the best would have to go to a half miler. They have strength and are fast, and have a bit of endurance, which would be required should the game go on for a while. I feel Johnny Gray would be the best of all time. he had a great long career, breaking 1:45 for 14 straight years. If tag was an organized sport, Johnny Gray would be in the Hall of Fame.
I dislike regular tag, since people sometimes only tag their friends, and some people even try to get tagged so that they can get attention. If T.O. was playing, he'd be "it" the whole time
Like others asked, how big is the arena? The smaller the playing field, the more important it is to be sprint-fast. I would lean more toward a sprinter. A middle distance runner could go all day, but you have to have intense speed to be able to escape fast attacks. But endurance is definitely important

That's his start, not his acceleration. He gets to 30m faster than any other world record holder. Look up his 10m splits.
