That was a different race-he didn't split 1:13.2 in his 1:43high, you didn't give the splits in his 1:43high. I would agree that if he split 1:13 and then finished with a 30 second 200m to run 1:43 he could go much faster, but that was a different race.
you obviously have not realised the significance of his 1'13.2
if you took 10 guys who can run 1'43-exactly & ask them to run a 600tt, i doubt more than 1 or 2 coud do it ( & NO 800/1500 coud )
1'13.2 was en-route, meaning he couda gone even faster in a formal 600 as he still had enough energy to run ~1'50
i doubt kipketer himself coud go more than a few tenths faster than 1'13.2 in a formal 600, let alone en-route

So he ran (or rather died) over 40 secs for the last 200m! I'm sure those that have gone through 600m in 1:15 and held on for 26/27 could run 1.5 secs faster over first 600 and then run the last 200 some 25 secs slower.
Surprisingly, Kipkurgat's 1:13.2 isn't listed in the IAAF's "Progression of World Records, 2007 edition". As it was faster than Lee Evans' 1:14.3 record set in '68, and not surpassed until Gray's 1:14.16 in '84, then it should be in there. Perhaps it was never ratified. If so there must have been a reason!

i don't have the splits for race ( vid removed & i didn't note them ), but they weren't great - his 400 was too quick ( as in his 600m above ), trying to run away from bayi, but it was worth at least another 0.5s

This is so far-fetched and so typical of the nonsense you come out with.
If you can play with numbers like this for one performance then there are plenty of others that would be worth considerably faster than this guy's run, given the same treatment.
There is weight in the idea some performances are worth intrinsically better, given more beneficial conditions, but to knock 1.6 off someone's time for the reasons you give is just pie in the sky.

There are many reasons to believe so. For example:
The Kenyan national championships were held on grass track until the late 80s. Nobody faster.
New Zealand has had multiple Olympic mid-D medalists since 1962... yet, still, the fact remains....

As far as Snell, if people can't realize that the track could have been short, they are insane. Yes, believe it or not, measuring a grass track with a wheel has issues. This was 1/2 a century ago. While no one knows for sure, that track absolutely could have been short. We will never know)

There is also the possibility a timing error. Lydiard coached precisely one time under 1:45--that one. All the other Lydiard-coached times would be positively annihilated by modern runners. This one is as bizarre as a 385 yard track.
Snell couldn't touch Coe's mile time, he couldn't touch Coe's 400 time....but that one 800 is supposed to be considered equal to the best of all time? Yeah, right.
Snell ran 1.45 numerous times, and was easily the best 800m runner in the world for 4 straight years...
No one would contend Lydiard was a great 800 coach, the miracle is Snell ran as fast as he did on that training!!!

a 47s guy needs 1'39 ability to have beaten that time & that is his best possible 600 run ( NOT en-route ! )

1'41.0 ->1'12.95
even a 46.0 guy woud need 1'41.0 ability to definitely beat it in his best possible 600 !!!

using some commonsense, it's highly unlikely kipkurgat was faster than 45.0 at the time & in order to split 1'13.2 en-route, musta been potentially significantly quicker than 1'43.0 at the time, as he still had enough energy to run another 200m
the likelihood is that he had at worst 1'42.0 potential at the time in order to have done that split & still able to run another 200m
this split :
45.0 :
1'42.0 ->1'12.76
also indicates gray had 1'42.0 potential ( as i also don't see him as having better than 45.0 ability ) but 800m was likely a bit too long for him & had to settle for 1'42.6
his best distance was likely somewhere around 600m & 800m was likely a tad far for his endurance to last "perfectly", but 800 is the medal distance & not 600 so he had to run it
