at adams, we have to pay for our uniforms, and everything else. we get money for meals, and thats all.
Having coached at multiple schools, I can tell you that it's a question of school policy, not Division (I/II/III) policy.
Even a free pair of trainers per season (three pairs total), as at one of my schools, isn't that great a deal: If you're going to replace shoes every 500 miles or so, you're going to need at least a half-dozen pairs to get through the year. Still, it's better than no help at all...

I received 4 pairs of training flats a year and 2 pairs of spikes and I wasn't a distance runner.
Even JUCOs get free shoes.

DII free shoes, spikes, training gear. A friend of mine coaches a successful DIII program...they provide their top 7 distance guys with the same.
They also give them a free change of diapers.

They gave us free spikes...and by spikes I don't mean the actual shoe. They just gave us the metallic spikes to put in them.
DIII - no free shoes, we get uniforms, warmups, and transportation to meets - no overnight stays except for conference+regionals
got 150 for a running store around our university.

Seriously? Across four years of three seasons, my D-3 team failed to do an overnight for only three meets, not counting our annual home meet outdoors.
depends where you are. ohio or southern new england, not much of a need for overnights. d3 school in the SCAC, or west coast, a lot more need for overnights.
So the answer is it completely depends?
don't d3 runners just take off their shoes for the race after their round of hacky sack for the warmup?
