The european half marathon record is 59.52 Fabian Roncero .Lisbon Half marathon is downhill ,mainly the first 5k.
So the Pinto´s perfomance is not european record.

97 of the top 97 performances are held by Africans, as are 108 of the top 109. The world record is almost a full minute faster than the fastest non-African. The top American times are held by Africans, and many were posted by Africans who lived here at one time or another. Some people are incredibly ignorant about running, yes.

At the time that Pinto did Lisbon HM European record it didn´t exist that actual rule to validate the road runs. The 1meter by kilometer run downhill maximum from the start to the finish. So he was the earlier ER and with that same past rule no european did best than him anyhow.
Second correction. That´s right. Benoit Z. did the same marathon result than Pinto. But the runner that did it first he is considered the recordist. The earlier performance it´s the record. The runner that did a second or a third etc. performance he simply equals the record or ex-equo the record. But the record remains the first one to run that chrono.
In both cases he is the european recordist and no one did best before.

Did they take out the Alberto Juantorena 800m WR simply because he did it at the period of some 2 years that the 800m was run at separate lanes until the first 300m ? Yhey soon gave up of that rule - new at that past period - and they get back to the past rule - in the actual rule in the 800m it´s only run the first 100m of the 800m in separte lanes ? No they don´t. They simply did consider a new WR when further up someone did a fast performance than the past 800m WR. Therefore about the HM when someone will run faster than Pinto that´s when it will be the European record. To the present time no one else did faster athn Pinto ? No ! The IAAF ranking is wrong ! They are wrong. You are wrong and i´m right.
Another example. In the road runs when they changed the measure rule from measure at some distance from the right side of the road to the actual way - the best course direction - or when they did introduce the Jones counter did they take out the past marathon performances from the rankings done by the past measure rule ? No they don´t. They didn´t take out the Derek Clayton Marathon WR until someone at the new rule measure did a faster Marathon performance.
Another case they are wrong in the IAAF. The performances done in indoor tracks shall be considered togheter with the outdoor rankings. No reason why the indoor runs are consider as perfromances out of the outdoor relate.
But who i´m I to change the IAAF experts ?
For me Pinto is the present European HM reordist until someone by the new rule did best.
