Each suggestion is nice in ideal conditions. All but the Cali locations are subject to extreme humidity, rain, tornados, cold spells, snow, exaggerated attendance, no onsite parking, lack of urinals, temporary stands, outhouses, no airport bus, etc. In those cases becomes a miserable meet.

Most of the US has the potential for bad weather in June and July, some locations likely only bad for distance. Boston might work if there is a stadium big enough. Chicago too. But either could be humid, could be thundering.
Any major West Coast city works. Track isn't big enough for amenities like airport buses for fans. Maybe LA Olympics will have that. Good weather and a city with affordable hotel rooms is about the best you can hope for.
Parking? You won't need it in NY. Elsewhere, just use a university stadium and since school isn't in session, there should be plenty.
Only California has stable, consistent weather. If held other places we have to have a hot swap alternative on standby to switch to 7 days in advance. And only if USATF and NCAA can get hotels and airlines to agree to last week cancellations and 7 day pricing without gouging us.

You are dreaming. If the weather sucks, the athletes just have to deal with it. I don't think even the NFL could pull off what you're proposing.
Sacramento can be quite hot in the summer. You're talking coastal CA - but WA and OR should be nice too, just could be raining.
The question would be who would want to host though. Somewhere in LA or OC have a track stadium that can seat 5000? Stanford and Cal seem to have given up on hosting big meets.

The weather is the gating issue. Mt Sac, Stanford, UCLA have good weather all the time. It's really the only places you can plan for 3-6 months in advance. Other places are always hit or miss. I remember dq'ing since I couldn't afford to delay the flight to work on Monday from the lightning storms at IUPUI on Sunday way back when.

USATF/NCAA should mandate an ANTI-Price Gouging Law for Hotel Rooms. 10% over regular charges are a crime.
The only reason Millrose sells out is because they have 1000 youth/HS kids competing and their parents need to buy a $75 ticket to see them run, the place only has 1500 seats. The VIP seats at $900 each and sold to corporate partners as a "fundraiser".
