It's a good question so not sure why so many downvotes.
Because you can interpret it two ways.
1) He's finally realizing that it's fun and cool to be in great shape for indoors, and run 3.45 for the mile etc etc - but really it's kind of meaningless (and not very lucrative) if you can't get to the outdoor season healthy because of it. Honestly, no indoor races this winter would be good for him given the last year he's just had - but that's completely contingent on him finally realizing he is only human and can't be performing at his level 6-7 months a year accounting for indoors and outdoors. In this case nothing to be worried about.
or
2) He still hasn't connected the dots and he does want to have a decent indoor campaign as he traditionally has, but can't because he still can't get past his injury issues. And maybe he does want to run Lievin, World Indoors etc but doesn't want to commit because he isn't healthy enough to. And then it's really concerning.
So maybe the phrasing of "still not racing" isn't quite correct because even if he was fully fit he probably wouldn't have anyway - but I get what you were trying to say and I think it's a good discussion starter.
