My local high school just spent about $2 million on a new track surface and to replace their grass athletic fields with all weather turf. Along with those improvements, they also erected fences around their investment.
A running store club that had been using the track without sanction for several years on their club nights was incensed about this. The school district explained why they needed to protect the areas from unauthorized use (safety, security, people bringing dogs to run off leash, bike riding and skateboarding that was harming surfaces, and the like). They offered to allow the club to use the track two nights a week and turn on the lights (which they didn’t have before) for $75 / night. The store club pitched a fit, went to city council, and even threatened to sue the school district over taking away a public resource. It didn’t go anywhere because no local lawyer was willing to take the case.
The club is now banned from using school district property and they use an office development parking lot for their “track nights”.
