The video clearly shows that she is driving away from the ICE officer. ICE guy is to the left of the car and the tires are turned right at the time the shots are fired.

In my experience, there are very few people actually put into a position of having “no choice but to be an a-hole” relative to those who will try to claim they have no such choice. And when people are pressed into doing things that are unpleasant, or even harsh, unpopular, or whatever, there can still be a range of possible actions, some degree of choice. Lots of people collapse those distinctions just to justify things that really don’t warrant it.
