The important measure to implement would be that the athlete and the athlete's agent should have to pay back all earnings that they ever had from the sport. Everything. Doping is for the money mainly, not just the titles and records.

Literally how I feel about Josh Hoey. It really has ruined the fun of training and racing for me. Sounds dramatic but i finally get how people feel when they race dopers.
For those that seriously think Emily Sisson of all people is a doper, and aren't just trolling, I suggest you stop following the sport for your own good. You can't be that cynical and get any enjoyment out of it.
I think there is a feeling in kenya that winning overrides morals. There are a few great Kenyan Athletes that run clean kipchoge to name a few, but youth dkesnt consider them their nentors.
The youth has been taught to seek glory and death early, how they achieve this is less impoetant than just winning.

Add to your list forfeiture and reclamation of all prize money. This can easily be done in contracts the athletes sign prior to competition. In order to receive the prize money for their performance they must take a drug test onsite. No test - No money.
