It's a community-based shortish event - manageable for participants and organisers. It's encouraging people to be active and take an interest in running. You don't have to be registered to participate (you don't need to provide data or sign a waiver). In my area it has increased membership of local running groups. There's a shorter junior version to encourage kids to run.
I don't participate any more because I'm an antisocial grump, but I don't begrudge others doing it - the benefits are real for a significant number of people, and all the work is done by volunteers.
It takes a special kind of antisocial grump to find something to complain about here - where do you get the energy?
