Ohio State won the college football championship. It is a state school in Ohio but had a team of all-stars from around the country. If you don't like the rules, don't participate. But don't put down a team who follows the rules. These are a bunch of young girls who should be congratulated. National relay records are always set by teams of athletes who did some moving.

College ≠ High School.... Simple really.
Just because you have college like recruitment, tuition, and facilities doesn't make you one. Especially when you're comparing yourself against legitimate high schools and high school records?

The vast majority of high schools follow rules that govern eligibility and prohibit recruiting. IMG follows no set of rules. They are much more slick marketers and recruiters than they are coaches. No record set by any of their teams should be counted as a high school record. Call it a club national record or something like that but the situation they are in is not on par with other high schools in the US.

What set of rules are the following? Not the same ones as most other high schools in the US.

They followed the NFHS rules. If you aren't familiar with the sport's governing body, you are not in the sport.

In the 2017-2018 and 2018-2019 school year, Loudoun Valley boys won every kind of team race for long distance (NXN XC, 4x800, 4xmile, DMR) and got records, but many of those guys transferred in

Mountain Vista girls won the 4xmile, and 3 of them used to run for a different high school, and someone posted in the NXN 2024 thread that the other runner used to live in California before high school.
