If I'm a bright physician who turns down daily offers to go into private practice for way better pay because I really believe in the work that I'm doing at the CDC, I'm gone the second you start belittling my expertise and demanding that I justify my existence to someone who has zero understanding of what I do and won't even comprehend my explanation. If I'm a doctor who works in a government job because I couldn't pass my board exams and I'm not allowed to actually practice medicine, I'm stuck and will just put up with the BS.
This is self-imposed brain drain. Chase away the competent people who have other options and you're left with just the people who have nowhere else they can go.

What do people who support this expect it to accomplish?
It’s becoming very clear that Trump supporters just want to see people get hurt.
They get some kind of sick pleasure from it.
Trumpansies only want to see other people hurt. Not them. Not their like-minded friends. Hurt all women, minorities, and everyone who is not ethically 100% western Euro white and male.
Basically they want to have Gaydar at work. With white men only the can spend part of their in the all white boys showers picking up the soft soap.

This holds government employees accountable to actually do work. I work as a contractor in the gov’t and have to file a monthly report detailing my work. If I didn’t have to file the report, I would take less initiative at my job and do the bare minimum. The civil servants in my program are lazy and waste a lot of taxpayer money- holding them accountable is a great thing to do

The reason this matters is that a significant number of people who are supposed to be working for the government are doing so little work that they are not checking their email at all!

How does it hold them accountable? Who is reviewing the responses? How are they going to use an email about what every federal employee did this week to guide decisions? Tell me practically how that is going to happen.

Right. If you are a supervisor, you should already know who on your team is doing what each week. And promoting yourself in an email isn't exactly an accurate portrait of productivity.
